Why would you expect it to? Water and foliage absorb those frequencies very well. You can throw as much power at them as you want - all you'll do is heat the leaves up a little.

Ability to get through obstacles is primarily a factor of frequency not power.

This is the case for all DJI drones. Power hacks will only help in clear path conditions.

not true as it helps a little bit but not much like you said. I should know as I have and Alientech DUO 2 amplified antenna. I get a stronger signal for sure going through trees and buildings otherwise I wouldn't use it.

I updated to 1900 and installed fcc patch, it wrote that patch installed successfully, but when I connect the drone I see that patch don't work.
Do you know how to downgrade RC to version that support fcc patch?

What I know it is not always only about RC fw version, but also Fly app version. Try Fly app 13.9 and if it works go up a version from there. On my Mavic 3 and RC Pro, the version 14.x does not work despite patched RC Pro.
