This law was probably a result of something like the Skydiving Halloween Pumpkin Toss incident….Canadian Aviation Regulations 602.23:
No person shall create a hazard to persons or property on the surface by dropping an object from an aircraft in flight.
This is not part of the drone-specific section of the CARs, but I'll bet it would be used to charge a drone operator foolish enough to violate it.

That references persons. 602.23 references property as well, and specifically references dropping objects.
AFAIK, there's nothing preventing a pilot from being cited for multiple violations, so why not throw the book at them?

While they can charge him for violating FAA regulations, there are plenty of laws on the book for vandalism. The penalties for vandalism (second-degree criminal mischief) in NJ are based on the cost of the damage. He will be facing large fines and the possibility of jail time.
