The ban passed the U.S. House

Everyone is acting like this is a blanket ban on all DJI drones, but my (admittedly very quick scan) of the bill gives me the impression that it's a just ban on the use of them by federal agencies. I don't see anything in there about FCC banning. Am I missing something?

SEC. 1823. PROHIBITION ON PROCUREMENT OF COVERED UNMANNED AIRCRAFT
SYSTEMS FROM COVERED FOREIGN ENTITIES.

(a) In General.--Except as provided under subsections (b) through
(f), the head of an executive agency may not procure any covered
unmanned aircraft system...

SEC. 1824. PROHIBITION ON OPERATION OF COVERED UNMANNED AIRCRAFT
SYSTEMS FROM COVERED FOREIGN ENTITIES.

(a) Prohibition.--
(1) <<NOTE: Effective date.>> In general.--Beginning on the
date that is two years after the date of the enactment of this
Act, no Federal department or agency may operate a covered
unmanned aircraft system manufactured or assembled by a covered
foreign entity...

SEC. 1825. PROHIBITION ON USE OF FEDERAL FUNDS FOR PROCUREMENT AND
OPERATION OF COVERED UNMANNED AIRCRAFT
SYSTEMS FROM COVERED FOREIGN ENTITIES.

(a) <<NOTE: Effective date.>> In General.--Beginning on the date
that is two years after the date of the enactment of this Act, except as
provided in subsection (b), no Federal funds awarded through a contract,
grant, or cooperative agreement, or otherwise made available may be
used...

SEC. 1826. PROHIBITION ON USE OF GOVERNMENT-ISSUED PURCHASE CARDS
TO PURCHASE COVERED UNMANNED AIRCRAFT
SYSTEMS FROM COVERED FOREIGN ENTITIES.

Effective immediately, Government-issued Purchase Cards may not be
used to procure any covered unmanned aircraft system from a covered
foreign entity.

...and then the subsequent sections talk about how to deal with existing aircraft used by the agencies and carve out exceptions for law enforcement and emergency services, etc.
 
DJI will be added to the FCC's "Covered List" and will no longer receive FCC approval for new hardware to use the radio airwaves regulated by the FCC. This means no new drones from DJI. This means the public has to shop for a different brand if they want a new drone.
But there is nothing in the proposed bill requiring the FCC to add DJI to their "covered list". I read where the FCC is listed as one of the agencies that would be restricted from using DJI drones, but nothing else.
Would you be so kind as to highlight the portion that I'm missing?

There's nothing to highlight because it's not in the proposed bill. You can read all about it later after the bill is passed.
