Do you think it means to store the batteries with the charger plugged in?

I think you might be paraphrasing a bit.

It means it's safe to store batteries in the hub after you've finished charging them. However, the hub is not designed to stay plugged in with batteries inserted in order to keep them fully charged at all times. Even if that were possible, it would not be healthy for DJI batteries, and it would also be unsafe to continuously charge batteries unattended.

No paraphrase. The quote is from the Charger manual, not the drone manual. I just wondered about the ambiguity of the manual statement. Keeping the batteries in the charger in the equipment bag is convenient with less clutter, but you can't do that in the field if the charger is plugged in!
I'll assume DJI means unplugged, as keeping batteries in the charger after full charge is a safety hazard, according to all conventional advice.

DJI is not great at English. For whatever reason, they still have not figured out that it is well past time to have a native English speaker proofread their manuals. But I digress.

When they say, "Make sure to charge batteries with low battery power in time", I believe they are saying it's important to prevent batteries from completely discharging when they are not in use. That is a well known way to damage DJI batteries, and it happens more often than you might expect.

When they say, "It is recommended to store the batteries in the charging hub", I believe they are simply saying that it's okay to store batteries in the charging hub. Since the batteries don't continue charging once they are fully charged, it's unlikely to be hazardous even if the hub remains plugged in after charging is complete. That said, since it's not a good idea to charge batteries unattended, it would still be wise to unplug the hub once the charging cycle is finished to remove all possibility of any unattended charging occurring.
 
lol no, don't store them fully charged. They will discharge to 60% after 9 days. You're just going to waste cycles storing at 100 just charge the day you are going to use them from 60 to 100. takes bugger all time to do it.

Nice job at Chenglish interpretation!! That one had me scratching my head and couldn't decifer it, but it makes perfect sense now.
 
Never leave a plugged in Battery unattended! They catch fire when your not around.. Store them in the charger thats UNPLUGGED!
