What "Part" certification does this guy need?

The rules say that uav must not be able to have a pilot on board. He is definately on board. Therefore, I think Part 61 covers him.
My guess is that if he stays in his yard, no higher than his fence... he shouldn't need a license.

That craft might qualify for Part 103 status, as an ultralight. If flown recreationally, an ultralight does not require a pilot's license.
Disclaimer: I'm not familiar with Part 103 rules, so I don't know if there's a "gotcha" or two that would disqualify that craft.
