Zoom roll-bar disappears ...

I must be doing this wrong, but sometimes my zoom scroll bar is there on the right side of my screen, and sometimes it's not.

I can't figure out when it's not ... how to get it back ... or what I did to make it go away.

I know it's a stupid question ... but it's kicking my butt.

look like zoom scroll bar on Android screen is not a common problem. How to get it out from my screen?
