Just checking with those who know, are these rules still valid? It is what currently appears on the FAA website but it also says, "Page last modified: December 15, 2017 10:29:57 AM EST."

Yes, the rules listed under "2 Options for Flying Your Drone" are the current rules (US law).
All but the registration rule comes from the FAA Modernization and Reform Act of 2012. The registration rule is required by H.R.2810, Section 1092 (d).
