Does the DJI mini 3 pro have RemoteID in the EU that broadcasts the location and altitude?

Don't think so, it is C0 class drone like (I don't have mine here, so cannot check if it got C0 or is a legacy one) and that class is not required to broadcast any ID in Europe. A C1 class drone has the possibility to enable it. One thing I have on the todo list to check on Mini 4 pro, I upgrade it to C1 class and the menu item to enter the pilot ID is now in the Fly app. Never see here in Switzerland a requirement for it but I think in France they have such requirement.
Currently, I am searching for a good android app that would be able to scan such remote ID.
After some more homework, seems that only C0 is not required to broadcast remote ID, never set it on mine, I will have to have a look on that.

All DJI drones transmit their location and simple telemetry and have done for years. That broadcast includes the fliers DJI UUID (Unique User IDentification). This is defined by DJI as Remote IDentification ('RID').
