Depends on what you're are looking to do during your flight and which drone you're using (if it has a camera or not mainly and its weight). Spain has just passed a law on the 15th of December 2017 giving more frame around recreational & commercial drone use in the country.

According to Spain's drone flight map, in either case the North of Menorca (above Citadella de Menorca) is fine if your drone has a camera, if it doesn't, then almost all the island apart from the South East is free to use under Spanish drone code of conduct.
