I have a new requirement for my Loss Prevention Position. I was put in charge of picking out a chest rig also. I have 6 two men teams so 12 cameras I have the funds to purchase but I dont want to disappoint the Territorial Manager that's signing the funds over to me.

The question is this..... Is the DJI Osmo Action camera a good candidate for a chest rig on Loss Prevention Agents.

They are similar to gopro, if you have the stabilisation turned on the field of view is not as wide as with it off.
GoPro probably has superwide which Osmo does not - this may or may not be how you'd want to use them.
I'd expect the main thing is going to be more or less one button for on and start recording - and reliably unlikely to suffer unexpected crashes, Osmo probably has the edge there.
No action cam is particularly good in low light but a 'normal' lit area at night would probably give usable result
