No. A LiDAR capable of working upto the maximum height of 120-metres would take the Mini 3 well over it’s 250g design limit. They are currently expensive and would need additional power and firmware to make use of them. DJI do sell a commercial drone with a LiDAR system if you have $21,000 to spare.

"fake" LIDAR can be assembled from standard photographs taken using mapping apps like Litchi set to double grid survey. The stitched image is then processed to produce SFM (Structure From Motion) which produces a 3D point cloud that is then meshed and textured using the visual information from each individual photograph. The tell-tale colour range peculiar to LIDAR shots is added afterwards. LIDAR scanners are hefty beasts. You'd need to hang it off a far bigger drone.
