Nuclear Power Plant NFZ in Anaheim, CA

I have not been able to find any info on a nuclear power plant in or around the city of Anaheim. I am getting NFZ alerts in locations that I have flown many times in the past including the Angel stadium parking lot and inside the stadium with permission from the Angels staff for a work function. Is there a chance cities are able to designate themselves as NFZ areas? Attached are pics of primary location then up the road a bit outside of NFZ. I would appreciate any information available- Thanks Thank you for any feed back.
