In some states they do not allow you to fly drones in state parks. What if a state park had water access and you launched from a boat. Is that considered legal take off and landing as long as it launches and lands from a boat?
Why would it be legal to launch from a boat but not from the shore? Anyway - the answer is no. Launching from a boat in the park doesn't change the rules.
you’d need to launch from an area outside the park. If it is an animal preserve you may find a min altitude of 1000 feet. Similar to National parks.
While the FAA controls the air from the ground up you still want to be considerate of park users though.
