Maybe being declared used also helps with the idea they are not coming directly from DJI in the eyes of customs

Definitely, but unless it is otherwise being shipped directly from China, it clearly isn't coming directly from DJI if shipped from S. Korea or Japan, so that, in and of itself, isn't determinative. It is the country of manufacture, which is not changed by shipping from other than China. However many S. Korean sellers are also falsely claiming countries other than China as the country of manufacture, such as Taiwan or even USA.
