I recently picked up a few of these new strobes and noticed the clear heat shrink that they use covers the entire unit. Certainly works as protection for all the small components. My thought was this heat shrink was possibly diffusing the some of the available light. So I got out my trusty X-acto knife. By removing just the material covering the LED itself, it does make more light. I don’t have the technical tools to measure the difference, just my old eyes.
