I really havent had a chance to play around with DV16 yet but I quickly put a few clips together and rendered out using the 4k YouTube setting and have the same artifacts as @IShouldBeWorking

Thanks for testing that out @mealers. I did a few other renders last night too. I redid one with the 4k YouTube preset and got the same artifacts as the first time. Then I ran 4k h.264 Master and 4k h.265 Master. They both came out great. So it appears to be something in that YouTube preset. Here's the 4k h.265 master. It looks a lot better:
