Sir, you are incorrect.

He posted the word for word quote from the COA

a. This Certificate of Waiver or Authorization and the Special Provisions shall be in effect between civil sunrise and civil sunset local time.

Unless this is a misquote it clearly says sunrise and sunset. It is straight forward, clear, and concise.

Any other interpretation would would be misguided. This isn’t complicated.
