There could be several reasons....

A) They never had the IR sensor pointed in the exact right direction
B) The Thermal was never in the right area to search to begin with
C) The child was partially covered by vegetation/overgrowth or had damp clothing

Thermal needs a fairly wide Delta-T to be effective and sometimes in the real world we just don't have that for many reasons (some listed above).

Contrary to what many believe, Thermal Imaging has a LOT of limitations. While Thermal can literally be a life saver in the right situation it's not the Silver Bullet that will change all of our worlds.
