Would you recommend Adobe Premiere Pro for an amateur just for editing personal videos?
Advanced techniques like the one shown in this video require more advanced software. Personal editing or not, you should always use the right tool for the job. Figure out what you want to do with your edits and choose the right software based on your personal requirements.
 
If you just want to cut, color grade and add a title, a few effects or music and sound effects, you can absolutely go with a free tool. The free version of DaVinci Resolve can do all this and much more.

If you also want to edit pictures or go much deeper into video editing, the Adobe Creative Cloud is very good. The look and feel of the different programs are the same and you can easily use Photoshop or After Effects files in Premiere.
